AI not doing anything

I recently downloaded the 1.1 Beta patch. I started a game with 8 other races / huge universe / tough level. The current in-game time is Jun 1 2227, so many turns have gone by. Here is the problem:

The AI seems to be doing absolutely nothing. No races have colonized anything beyond their own star system. 2 planets is the most any race has. There are juicy PQ 14 planets less than a sector away from some races and are sitting empty. No wars have been fought, and the no race has seemingly built any ships. Technology is being researched however, albeit slowly.

Has anyone experienced this before ?

I've experienced this same problem with the Beta. I played for a few years on bright difficulity. I set up a really good defense and then explored outward. I noticed then that some key planets were not colonized. The AI will still trade with me / give me gifts. But each civ only has two planets in their own system. (Not even colonizing class 10 planets in their own system!) Something is definetely wrong.

It reminds me of a bug in Europa Universalis II by Paradox Entertainment were the AI sometimes refused to colonize the world. (Interestingly enough, Paradox is the only other game company I've been impressed with when it comes to supporting their games with patches, updates, and the such. Well done!)

I experienced this problem as well, but only on the first game I started up after installing the beta. The AI did absolutely nothing other than colonize the second planet in their system. I eventually built a large fleet to attack the AI, but when I showed up, there was nothing defending the planet. So I invaded and discovered that the AI had built only 1 tile improvement on the entire planet (homeworld, other than the starport).

The bug seems to have disappeared now that I "beat" that game and started a new one. Very strange.

I had one of these games too (beta 1), on Tough difficulty. I used it to experiment with influence tactics.

Next game was with the beta 2 and all was normal.

Okay, same problem in the latest beta. Tough difficulty, custom race, no tech trading, random opponents (9), large galaxy, random intelligence (though on Tough I guess they're all intelligent regardless). I have a save game if it's desired.

I was suspicious because the industry, tech, and military graphs showed no activity for the AIs. Then I visited the Torian system and saw an un-mined influence resource a few squares away from their homeworld. Oops, the AI has given up the game.

Edit: I had just restarted a new game after winning one with the exact same settings as above, but Challenging, not Tough. No problems. If others hadn't had the same problem on easier difficulties I'd be guessing it was something about Tough with random AI intelligence.

... oh, wait. Nobody has actually said they've had it happen on anything but Tough in this thread. Hmm.

Embarassingly, when I went to the first build of the beta, I feared it would be too hard, so I dropped back down to beginner to see what had changed. Sorry I didn't mention this earlier.

On cakewalk, you can in fact see the AI doing absolutely nothing. Since it only gets 10% economy, it doesn't even get enough money to pay the 12 maintenance on its colonies.

I went back to that saved game to see if it was a money problem, though it shouldn't at Tough difficulty. Gave the Torians 5000bc and let ~50 turns go by. Nothing. Industry still flatlined and no constructor built even though that influence resource was sitting right there in the Torian system.

Oddly, during those 50 turns I got contacted by the Korx who were not bugged. They'd taken over most of the other half of the large galaxy. Kids in a candy shop, I'd guess, with the other AIs just sitting there contemplating their collective navels.
