"We know what your doing"? huh?

I was in a game with the altarians on intelligent on a tiny map the other day, it was basically a tech race. Neither of us were building any military, I had the game pretty much wrapped up as I had 3x the planets that they did and I was slowly taking their planets over with influence. Anyway about 1/2 way through, in my diplomacy report it said - "We know what your doing." What the heck was that? Was it about the influence or what? I got a planet deep in their influence by one of those council events about a new planet and who gets it, I had more votes so I got it only to find that it was in the corner that they had influence over, so I built one influence base by that planet which of course put it in their territory and hurt their influence, so that could be it, but I dunno. Anybody else ever have it say "we know what your doing." as a negative diplomacy modifier?

That usually means they are on to your attempts to conquer them culturaly. Usually this happens when you build influence starbase near their planets.

Hi!
Usually this happens when you build influence starbase near their planets.

I've never built a single one, just took and influence resource. Not even upgraded it, but half of the races usually have that line. Basically they're wrong, I'm going to exterminante them the oldfashioned way, that works much faster and in more predictable way.

Leaving ships, even unarmed scouts, within their planetary sensor range and not moving will be viewed by the AI as a military buildup on their borders. Depending on their AI level, they might notice this, might do something about it, and might tell you they are doing something about it.

Yea, it's one of those modifiers I don't like. If I fly a scout ship around looking for good trading planets I get that "we know what you're doing..." modifier. I think they need to rework it so that it only triggers on military buildup or with influence starbases that aren't near yours. If you have a system with 2 planets and they have one and both are withing their influence, building an influence starbase near your planet to keep it from flipping will get you the "we know..." negative modifier. LOL. Yea, what I'm doing is trying to counter what you're doing...

How can they know what i'm doing when I don't even know?
