Dumb starbase question

Hello all. I'm brand new to the game and still trying to work everthing out. One thing i can't figure at the moment is how to upgrade starbases. I can see the upgrade button but it's always disabled. I've researched various technologies that from their descciption would appear to make starbase modules available, but how do i construct them on a set starbase?

Can anyone help me out?

Send a constructor over the the starbase. Stabase modules require additional constructors.
