Acceptance drops down to 1

i recently hat an event were the "good"-decision would have caused that my morale will *drop down by

after chosing this decision my morale didn't drop down BY 1 - it dropped down TO 1 - so the acceptance went down to 1% and didn't recover

is this a known bug?

maby the moral was already at 2 even thou i doubt it

it was on one of my planets - therefor planetspecific; and no - my morale wasn't down on 2 for sure
the funny thing was that my acceptance was on 86% and after that decision it was down on 1%..

really weird..
