Trouble making an alliance

in the game playing Terrans, the other races (Arceans, Torians, Yor, Drengin) have a friendly and warm attitudes toward my Empirre. I wanted some of them to enter into an alliance. I've traded the tech so they all have Alliance capability. However, I can't find any way asking the aliens if they are interested. In the treaties section of negotiation screen all it says is Attack and Make Peace. Please tell me if I am doing something wrong or what I should do right. Thanks.

You have to have "close" relations before you can ask for an alliance. Incidentally, they don't need the Alliance tech for you to be able to ask, so long as you have it.
