Multiple reeducation centers don't work?

Hi, in my last game when the Torians surrendered to me I recieved a planet called Thuban III. It was in the middle of the massive Yor empire. The yor's culture is threatening every other civs's existance, but the saving grace of this planet was it came with a reeducation center. I -thought- it would be protected from culture flipping, but I was wrong. Last turn, it flipped and I lost a very important outpost/military production planet in the center of the enemy's dominion.

Bug?

There are other ways to get 0 weeks.
Like simply buying what ever is in production...

But anyway, correct me if I'm wrong but isn't the reeducation center evil only (I can't remeber where I heard this...)?
So maybe if your good it won't work for you?

I might be wrong about this but I could've sworn I saw the Re-Education Center as an option to build while I was playing as Good.

It's supposed to be the secret police center, but for some reasons all alignement can build it.

For evil, you can get a 'Secret Police Center' and a 10% loyalty building that looks exactly like the reeducation center.

Anyway, has anyone else run into this or feel this is a bug/not a bug?

Also, you're right there are other ways to get to 0 week production, but I don't think the AI does this. This is an AI controlled colony now. Not sure how to prove it, but all my units are brown/green (earthy colors) since I'm playing the insectoid Thalan. My Ui is brown too (you can see that), but the ship @ 0 weeks is purple (yor).

I don't think it actually does anything. The xml doesn't give it any bonuses.

A lot of planet improvement stuff is hardcoded according to the internal name.
There could be a problem with the reeducation center if it's didn't really prevent the planet from flipping.
