Do some planets have a max population unrelated to Food Prod and Approval?

It seems like I can never get some planets' population to grow beyond a certain point. They'll be within the food prod limit and the approval rate will be high, but it simply won't grow. Mars is a good example of this.

Is there some other factor that limits population size?

Yes, there's a hard limit based on the planet's quality rating. Here's a link from the wiki:

Remember that even if the planet's population is at its growth limit, you can still shuttle colonists over using a colony or troop transport.

For example, you have a Planet A that can grow 5.00 MT of food, but its population won't grow beyond 2.5 Billion. Just send a colony/transport ship from Planet B (which is capable of reaching its maximum population). Once the ship has arrived on Planet A, the people will transfer planetside. Launch the ship from Planet A and select only 1 colonist/troop to embark, then send it back to Planet B. You can repeat until you've reached Planet B's food limited population.

Yeah, with this method, you can easily fill mars with 11 Bil colonist by adding a xeno farm and put the others to entertainment center. Just buy it, and shuttle people to it from earth. It has to be the cheapest strategy in the world to make a ton of cash on tiny planets, but it works like a charm. Even worse, it makes these tiny worlds virtually impossible to invade. The AI doesn't stand a chance when you resort to 'tricks' like these. Although, by far, the debt trick is a million times worse.

It's not a trick if it makes sense. We *could* overcrowd a colony, because there *is* enough food there. And plenty of entertainment.

That is a pretty nice trick. I doubt the AI is going to use it, though. I don't see myself micromanaging enough to make use of it, though, but I'll keep it in mind next time I have an extra colony ship floating around.
