Courage?

What does courage do? The manual says it gives a bonus to your ships when you're fighting a superior opponent. The game says it's a ground combat bonus. Does anyone know what it actually does?

It's definitely ground based combat bonus.

I can't remember the exact percentage but it should be in the Wiki

I believe it boosts advantage, not your soldiering. So it would be msot benefitial when attacking especially when using some other advantage multiplier like mini soldiers!

Courage, Luck, and Soldiering are all advantages which affects your "roll" on invasions. Albeit, Courage may only affect your roll when you don't vastly outnumber your enemy, so I would put it as less valuable than 25% soldiering ability... but hey... it only costs 1 point.

I personally don't choose it, but I wouldn't consider it an inneficient choice (same as +25% luck), and it usually has some tangible effect at some point in your game.

So it doesn't actually have anything to do with ship combat then. Good to know. A shame though, it'd be great vs Dreadlords as it's described in the manual.

I think that MAYBE... just MAYBE... it might affect in some small way whether an AI chooses to attack you. It hints at it in the manual.
