What's up with this tech? It doesn't seem to give any improvements at all. sounds like a huge bug or something to me. Can anyone confirm?

I've noticed exactly the same thing. It kind of pissed me off in the first game, but I haven't been neutral since. I had thought it got fixed along with the lack of good defense techs, but it didn't.

I assume it will be fixed for the up-comming patch.

It's not exactly a bug, more like unincluded content.

With the first release, the Good ethic special defenses weren't there - they came down in the next patch. The Neutrality learning centres will be coming down in a further patch. Just ignore that tech for now.

I remember the first time I went Neutral and was wondering the how to build the Neutrality Research Labs Drove me nuts.

Well, I know it is just unincluded content, but when you can research the tech without getting anything from it, which I did, it is a BUG. Not a big one, but it is a bug.

I believe it's simply an improved Research Facility. Sort of like how the Good guys get better defenses, and the bad guys get better weapons, the neutral guys get better infrastructure.

Neutrality Learning Centers are fixed in the latest 1.1 beta.
