How do I Create Starbases

Not just those on Resource nodes

I'm enjoying GalCiv2 tremendously but I seem to be unable to create Starbases unconnected to a resource.
I've looked through the Tech Tree and caannnot see any relevant research project that gives me the ability.
Anyone got any ideas?

click on the constructor-ship and then on the "construct" -Button in the bottom panel
