Dumb Question: How to do a debug.err?

One simple and dumb question how to do a debug.err?
Not that i need to do it but i would know if it's needed only when the game crashes to desktop or similar things or also if you think that there is a gameplay bug.

The debug.err file is automatically created in your GalCiv2 program folder every time you play the game. It is added to until the game closes, for better or for worse.
