Powerful artifact?

Regarding the random event where a weak race finds an artifact that the game says will give them growing power until that race becomes undefeatable...what is it that actually happens? And can this happen to a human-controlled player?

I've seen that only once, I don't have a damn clue what it does and it didn't seem to adversely affect anything.
