How to decommission a capital?

How do you decomission a capital on a planet that you take over and move it back to it's previous location? It's very frustrating to have developed a manufacturing capital on a properly planned planet, only to have to move to some class 6 dump when you take it over

If you take over someone else's Manufacturing Capital, you still get to keep your own.

But if you haven't built your own yet, and you take over the *%*@*% Drengin's Class 4 planet with an economic capital and two factories . . . you are very sad

Yes this is rather annoying. They should come up with a fix for it. Perhaps it should ask you when you capture a planet that is a capital. You should really only be allowed to have one capital of each kind, even after you take over a planet. If you take over one that has a capital which you already have, you should have to choose between the two planets.

Also I think you should be able to decommission Galactic Achievements, Super Projects, and Trade Goods.
