what will happen now?

ok.. i bought planetary defence for 9000 , and now i am 8000 - .
will i get some penalty points for this? or i can be in -.

The next turn you'll get bumped up to -2000 (deficit cap), then you have to dig your way out from there by slashing spending (you are forcibly set to 0% spending if you are below -500).

Heh what a way to try to cheat the game mechanics. I'm glad they thought of penalizing the player for such cheesy tactics.
