Is the Effect of Mining Bases Universal?

If I mine research from a resource in the middle of no where, is that bonus being applied elswhere? or only to planets within the sphere of influence for that base? Also, is there a master stat screen that will tell me what all my universal bonuses are, and where they are coming from?

The effects are universal to your empier , yes no matter where your resource starbases are.

Not sure about the master stat screen.

There is a screen called stats and graphs accessed thru the civilization manager. It has different tabs for the stats and the graphs let you compare your empire against others.
