Need some basic help with starbases and ships

I have several starbases (military, economic) but they dont have any modules. There is no weapons or defense on them. The upgrade selection is grayed out and I cant seem to build any modules. What tech am I missing? Im well over a year in the game and thought I researched several modules.

Also, how do I have a ship automatically move to a planet or someplace that takes several turns to get there. Every turn I have to manually move my ships. I tried waypoints but I only have None or Homeworld.

I have the same problem. Though I have researched many technologies allowing me to build modules, I can't find the way to install them on starbases. I think it has to be done through the upgrade button, but it's not clickable.

No, you need to create another constructor and send it to the starbase to construct a new module.
