Survey ships?

Sorry, to ask so many questions (sucks being a noob), but how do you create survey ships? Every time I try to explore an anomoly it say it needs to be a survey ship.

Your flagship at the beginning has a survey module. You can research the Sensors techs and unlock the survey module. Add this to a ship and it can research the anomolies.

In the Campaign, you usually can't create survey ships. But normally, you just need to research sensors, and the survey module is in the last tab.

Survey Modules are sometimes missing in the campaign? I built tons and tons of custom surveyors. Especially in that second-to-last map.
