Why the on-planet build time differs from the one of the planet list? Its calculated differently it seems, which sound rather weird.

Also I would like to know what are the cost of the various building, how can I do that?

The colony list is right in my experience. It's a bit annoying that the build time seems to be always longer than what's indicated on the planet.
