Since the ship-building element of the game has really taken off how about this:

A separate application for download that, without loading the whole game up, lets us build our ship designs then imports them into the game.
Addition ship parts could be also downloaded…

What do you guys think?

You could make a archive category system in that application that allows you to sort the designs depending on what the user wants. List a Terran Hull Cruiser as a denguin frigate etc...

Also the application should allow a much more flexibility to the design process, at the minute getting a component into the right part and orientation can get trick after you've added a few parts. Whatif you could have a wireframe mode that allows you to see the wireframe of all the objects joined but till allows you to see the hardpoint connectors. That way you could utilize hidden hardpoints that would therefore normally be hidden under components. I know I've had problems with losing hardpoints under stuff.
