Can you lend me a hand with some n00by questions?

Greetings.

I've got a few n00b questions and I have looked around and cant find the answers. Can anyone answer the quesitons or better yet, point me to the resource that holds the answers? {I have watched the tutorials, read the PDF, looked around the metaverse and still cant find the answers.}

1) Regarding the culture-influence starbase's affect on your borders:
First of all, I think I'm a little confused about the difference between empire borders and cultural influence. The main borders I see in the playing field is my empire border? How do I view the cultural influence border?
When I build an influence starbase, does it expand my cultural influence by pushing my borders away from the starbase? Or does it just add to the sum 'culture points' that dictate the borders? (If it just adds to the 'culture points' then it would not matter the actual poisition of the starbase as long as it is somewhere inside your empire. However if it is locaiton specific, then you would want to put them on the frontier.) I have about a dozen more starbase questions, but if you can point me to the right place, then I wont have to ask them.

2) How do I remove a rallypoint that is in the same position as a starbase? Normally, you could click on the rallypoint and kill it from there. However, when it is in the same position as a starbase, I can only click on the starbase.

3) Is there a method to spend credits on counter-spying?

4) Is there an encyclopedia of the technologies & improvements? Dont say the wikipedia as it is still a work in progress and missing most of my answers.

I'll give it a shot:

1) cultural border is the border displayed in the game, there's really no such thing as empire border. Or another way of looking at it is that they're one and the same. Locations of starbases are important. They add the culture to their localized area.

2) You can't as far as I know. known issue.

3) You can spend credits on propaganda, which is planet specific in the details screen. I think this counters morale penalties induced by other cultures subversive actions.

4) dunno, you can open up the xml file and read it if you really want all the numeric details, but it's certainly not easy to read format.

Influence Starbases will only work within the radius you see when you select them. It's good to place them right on your borders or outside of them as close as you dare to the planet you want to flip to get the most effect.

Empire borders don't exist, since the only land to regulate in outer space is planets themselves. Think of the Influence Border as your Sphere of Influence, if you're familiar with the WWII-ish use of the Term.

2) Move a ship to the same location as the starbase, and now icons for the starbase, ship, and rally points are visible in the details menu. You can double-click the rally point from here and disband it.

If you hit 'cancel' on the last constructor you plan on adding, you can disband the rally point using it. Now build the last upgrade.

1) The cultural border is the border displayed on the map. Influence starbases only affect the area covered by the starbase coloured radius that appears when you click on them.

2) You can delete rally points from another screen. Unfortunately I'm at work at the moment and can't remember exactly where it is located.

3) You cannot spend credits on counter-spying. Propoganda is not in GalCiv 2.

I'm not entirely sure Duckof Doom is right about the influence starbases.

They clearly do radiate influence to some extent where you place them. They apparently also ADD to your overall influence. So, if you are going for the influence victory you could theoretically build a bunch of influence starbases deep in your borders (so you can defend them better) and pull off an influence win. Ah, imagine all those little green Torian kids rushing to your homeworld's orbiting fun-park for vacation.

Is that true of econ starbases, too? It's not like the old days when econ bonuses from starbases applied to that sector?

Economic starbases most definitely only apply their bonuses to ships (trade) / planets (production inside their circle of influence.... (mind you these are NOT the economic *resources*, as all resources are global)

One would assume that since the military radius only affects the colored radius, and the Influence (for the most part, as said above?) affects the radius, that the economic starbase would also affect the radius only.

One of the Dev AARs, where he fought the Imperialist Jihad Torians, mentioned that a Torian Starbase was the center of their economy, "positioned to affect both of their main worlds", implying that they have a limit in range and the radius seems to fit.
