Neutrality learning center

Now I have seen, that the Good Alignment finally got it's techs in the new patch. I was just wondering if anybody knows what this Neutrality learning center is good for, since I couldn't build it on my planets. Or am I missing something?

It doesn't exist yet but the designers has said that it's on their to-do list.

I think it allows you to write NPOV Wikipedia articles.
