Influence Starbase Questions

Hello all,

I'm a bit confused about how to properly utitilize the influence starbases. From what I understand, influence is represented by the colored borders around players' territories, and the influence starbases help expand that region. What I do not understand is how to place these starbases.

The ecnomic and military starbases work on my own planets/units, and I can see their advantages in the planet details tab. But are influence starbases supposed to affect enemy plantets instead? Should I place influence starbases around very influential enemy plantets, in order to dampen their influence? Should I place influence starbases around my own planets, in order to increase their influence? If I place influence starbases in empty space, does that help my chance of winning over contested influence borders? Should I immediately be wary of another player building an influence starbase in my space, or are there positive benefits that I receive from his starbase as well?

As far as I know, Influence bases simply generate influence (like a planet would), which affects the influence borders you describe. I use them to generate influence near enemy colonies far from their capital, which seem to defect more easily. Actually, I'm not sure if their bonuses are supposed to be +x%s on planets in its range, or if the starbase itself generates (x) influence. They work just fine with no friendly planets in range, however.

Hopefully someone can clear this up but from what i understand the influence starbase increases the influence of nearby friendly planets and creates a small area of increased influence when first built around an enemy planet but, if i understand it right adding modules to increase the influence output would have no effect if you control no planets within the starbases range

Yes some clarification on this would be welcome.

Also : what exactly do the IP figures mean for a planet.
For example :
21.3 IP (3.08)
I understand the "Influence Point" figure, but what is the other one (3.08) ?

3,08 is alien influence if the number in parenthesis goes over 4 your planet will probably join the other alien race.Probably your planet is in the sphere of influence of another race or there is a neraby alien planet which produces a lot of influence

Can someone clear this up please? Does it make sense to build influence SBs near AI planets even if not within our border or near a colony of ours? Does it work just fine with all modules? Or less effective/useless because it's not boostng your infuence as much as if within or near your border/planets? Thanks!
