Civilization captial research and production

The civilization captial that you start with on your homeworld lists that it has a capacity of 24 production and 24 research. So, if I set my total spending slider to 100%, I would expect to be shelling out 48 BC to run that one square. However, I don't - the most I can spend is 24, which is then split between the research and production according to the other sliders. It *seems* like the civ capital can produce 24 *total* units of either research or production, but not 24 of both at the same time. Is this correct? It's no big deal if this is how it's supposed to work - I just couldn't find it documented anywhere.

Yep. Your 100% spending is split between production and research by the three sliders below it.

So in that sense, you always have some wasted capacity, it's just the way the system works.

This is where I become confused.

If I have 100% spending and enough funds to pay for the 24 industry and the 24 research, why do I still not get them? What is connection between research and industry on a planet? What are the %s on the category sliders (military/social/research) a % of?
