Problem with giving ships away

Ships dont appear on the ship trade menu in diplomacy screen

I'm having a problem arming allies. When you start having decent sized fleets plus lots of starbases, not all your ships appear in the little part of the diplomacy screen that has ships. The result is that I cant get the ships I want to give away to appear on the diplomacy screen. Is there any way around this, or to give my allies ships without using the diplomacy screen?
