Ship range bug / confusion

I'm either having some trouble understanding how ship range is calculated, or there is some kind of internal cutoff that overrides designed ship range. This is in 1.0X, in a huge rare/rare/rare map where it's a loooong way to anywhere. I can see the gray line just fine, but for super long range ships it seems to be in the wrong place.
A ship with a listed range of 2.9 SCT can go about 3.5 big map boxes from my nearest star base. The range line curves jaggedly between the cardinal directions as normal. By big map box I mean the large blue boxes that are always visible, and that fill in with tiny single space movement boxes (parsecs?) when you turn map grid on.
Likewise, a ship with a range of 6.5 SCT can go about 6.5 from nearest, with the jagged curve.
However, a ship with a range of 10.1SCT can only go 6.5, BUT the range has no jagged curve. Instead it basically includes the entire rectangle that you would get if one corner was where the curve started, and the other was where the curve ended. It looks very weird.
Additionally, a ship with range 18.7 SCT can still only go 6.5, with the same missing curved range box.
I've got a save game that demonstrates this phenomenon if it's necessary. I've worked around it by sending out waypoint starbases, but it would be nice to have my super advanced life support do something in future games.
