Where are all the AI governors at?

My apologies if this has already come up a number of times, but how do you turn on planetary ai governors?? Not that it isn't fun in the beginning, but manually zoning every single planet gets to be kind of a drag in my fifth or sixth game. I do see the option to 'auto-upgrade' and that is cool, thank you, but where is auto-zoning?

I mean, the AI players can do it, right? So why can't I just flip a switch and have the AI do mine too?

edit: Sometimes the planets don't show up as having free space and building nothing (black hammer in orange circle) after soil enrichment or whatever, and it's kind of a hassle to click through every planet every dozen turns to see if it has freed up space it isn't using. It just would be nice for the AI to check production priorities or just check the general balance and build in those new spaces for me.

Fantastic game, btw, enjoying it very much otherwise

(also i spotted a bunch more spelling mistakes, but those are okay when the game is this good )

Yeah, the micromanagement of every colony starts to be a drag in quite short order. There really needs to be automated development planet development tools...

Am I missing something, On the home page there's a link to a Beginners Guide.
There's a section there on plantary governors which says...

"If you click the little button that looks like it has 2 line graphs on it you are taken to the Civilization Manager. One of the most useful ways to automate things is with governors. The governors allow you to give orders globally and have them carried out. So for instance, you could have all your ships that are going to rally point X to change to rally point Y (or stop going to one at all). You can tell all your planets that are building ship A to build ship B. It's a great way to keep from getting bogged down."

I can see the button to click but it appears greyed out and nothing happens when you click on it?
Is this a currently missing feature or do I need to turn on another setting?

Any help appreciated...

There is no planetary governor regarding improvement buildings. All you can do is
a) change the production of ships (e.g. every planet building ship X shall now build ship Y)
b) change the rally points of planets (i.e. every planet which currently delivers to rally point X shall now deliver to rally point Y)
c) change the rally points of ships (i.e. every ship currently going to point X shall now go to point Y)
Note that X and Y can also be none/nothing.

I'm not sure what your problem is, Aaragorn... exactly which button is greyed out?
