what does the "privateer" wonder do?

I had teh same issue. I built the privateer wonder but still lost ships during a war. It seems bugged.

I found that some turns my freighters would be attacked, and others they seemed immune. Perhaps it is a % chance of immunity?

then it is stupid to waste a space of land for it...it should make all freighters invun...making it a true wonder..

any word on this? on the list to be fixed for 1.1? i dont build it in game because my freighters have been attacked as well

Is the privateer wonder working now? Or maybe it wasn't broken in the first place (in which case, I'd like an explanation as to what exactly it does. because it doesn't seem to do what it says it's supposed to do).
