We'd like to get some modules in to increase this (not by much, but enough to make them worth installing), but they probably wont get in for a few updates (more important tweaks to make at the moment)

Huh, I've seen the radius of my bases increase from 1.1 sectors to 1.5 sectors. I don't have the slightest clue what caused it, though.

I think there is some increase from improvments. I noticed my economic bases increase range with additional modules.

Are you reading "range", rather than looking at the effect circle? That might refer to range as in ship range, which would increase if you got better life support techs (even if starbases technically shouldn't have a range).
