Missing turn BUG?

Here is what happenes:
I load a game. Date is 15-Mar-2225.
I move my ships and buy a constructor (shipyard shows 0 turns...).
I press TURN.
The date is still 15-Mar-2225.
I get new movement points for all my ships and move them.
The constructor I bought is not available for launching. Shipyard still says 0 turns.
I press TURN.
The date moves to 22-Mar-2225.
I finally get my constructor...

What happened???

This exact thing happens to me every time I load a game as well. I get ship movement but no production or tech research until essentially two turns have occurred. Perhaps this is a known issue, I'm not sure. I'm also not sure if the AI is getting to move their units as well, or if they are getting full turns, or if every time I load a game I essentially get a turn of "bonus" movement for my ships and the AI cannot move. Not a horribly crushing bug but it makes the infrequent CTDs more annoying.

I think this one was carried over from galciv 1.
I suspect it may work "as designed" to give a penalty to those who reload too often.

You also get no production/research from the first turn after any game load. You can easily check that on the graphs.
And some space anomalies will disappear.

I hope it's not deliberate. I strongly dislike features put in to discourage "too much" reloading (like the free diplo the AI gets on reload). I play with a code of honour never to reload to replay a position, but I don't have huge chunks of time to play in - just an odd half hour here or there - so I want to be able to play a couple of turns and save. (One reason why I play TBS!) Trying to discourage save-reloading exploits should not be prioritised in a way that it hurts my sort of experience. (In Galciv I it was even more extreme - culture went all funny on reload - I think the developers just don't have a concept of my sort of player).
