Zero G Arenas better than Virtual Reality Centers?

First off, sorry for the large pictures but wanted to show proof so I konw I'm not insane.
Ok... unless I'm missing something... the Zero G Arenas give you a 55% boost to morale. I research the next tech, Virtual Reality centers... And they're a 40% boost to morale?? ARG! All my planets auto-built them and I was wondering why my morale went down the toilet! I don't want to go decommission them all and rebuild them all. Then all my planets will rebel for sure.
I'm stuck! This is a metaverse game by the way. Was hoping to submit the score at the end for my first game.

Before I email stardock, I wanted to make sure I'm not going insane or something maybe I'm missing?
Also, I was just told that having over 200k money is considered cheating for a metaverse game. I hope this isn't true. When I started this game, I got the random economy boost that lasted for the last two days in real life. Then the united council did a galaxy party that each civ had to pay 1000 credits for. So for one year, I had 70% approval even though I was taxing at 70%. I was making 4 - 5k a turn for a whole year. So if this is considered cheating, I'm stuck with too much money and zero G arenas that work too well and it's not my fault!
