Galactic Guidebook wonder

I've built the galactic guild book building a couple of times. Its supposed to reduce cost of survey module to zero so that any ship could explore anomalies (not just your flagship or a ship with a survey module on board). After I built it though, when designing a ship a survey module still costs 10 spots or so. Is this a bug or does the wonder/building just add the survey ability passively to all of your ships?

As I understand it from another thread on this (having never actually built it myself), it decreased the cost for building it to zero but it will still take up as much space on the ship as before.

I tried building one as the Yor in version 1.1
As far as I could tell, the cost and size remained non-zero after I built the Galactic Guidebook.
