How to upgrade ships

From what menu am I supposed to be able to trigger an upgrade of my ships in space? The only place I see with an UPGRADE menu is in the shipyard. When I click that, it takes me to the new design menu, but I don't see any dialog or option that triggers the upgrade to the fleet. The manual doesn't say how to get to the upgarde menu on page 41?

If you select a ship in space, there will be an "upgrade" button on its info panel. The button doesn't show up if you're selecting a fleet of ships, or if the ship is orbiting a planet. Also, be aware that the game will give you the option of upgrading a ship to the same class it currently is, and charge you money for it to boot!

And you should also be aware of the 'upgrade all' option, so you're not clicking on every single ship like a jackass

Can your flagship be upgraded? I clicked the upgrade button and there was an empty window with "new ship types." I ask because I learned a tech for better engines and wanted to put them on my flagship, but I couldn't figure our how. Thanks.
