How do you make alliances?

I've researched the Alliance tech, but when I "speak to" the other civs, there's no option to "make alliance", only the "Attack.." or "Make Peace..." options. I didn't see anything in the manual... am I missing something?

You also need to be in 'close' relations with them on the foreign policy screen (next step above 'friendly' IIRC). In order to get close you will generally need to trade extensively with them, and be of similar/same alignment.

Also, it helps if you just give them tech/money.
