Forming Alliances?

I'm trying to win my current game via Alliance victory... at least alliances with the non-evil races, since relations with the Yor Collective appear headed into the toilet. But I can't seem to get relations above "Friendly" no matter what I do. I've got ++ for trading, + for ethical alignment, + for military, and so on with a few races but nothing I do budges them towards forming an alliance. Giving them gifts doesn't appear to make a difference.

How do I encourage relations to keep improving?

Yes I felt too stupid to ask about this one, but actually I dont have a clue how to improve relationships. I have given em cash, tech and ships and no dice. Maybe somebody could give us a hint how to properly get a alliance going with alien race. Thanks

Also somebody could answer a obvious one too. What exactly "Trade embargo" do? Not 100% if this is covered in manual as Iam not home right now to check it out.

I think you have to give them useful gifts- but not be too obvious about it. I got the Snarky message from the Altatians earlier today about being too nice.

I don't know, arstal. I've given all sorts of gifts; cash, influence, techs, etc and the relationship has never budged an inch. I can't get my relations above Friendly no matter what I do.
