Not allowed to create fleet with all units

I've only seen this once, but at one point I was unable to create a fleet of 3 units, despite having ample logistics to do it. Each time it would create one fleet of 2 units and leave the other one out of it. Pressing create fleet with the 2 units and other one did not help. I think this probably has something to do with the fact that they were both different version of the same named ships. Then again, maybe not.

Do not reuse names under any circumstances, doing so can cause some major errors and even exploits. Don't do this. Go into your "My Documents\My Games\GalCiv2\" Directory, find the ship designs and I would reccomend you clear the duplicate you do not want.

The staff is aware of this type of bug, I believe.

It's just that I felt compelled to upgrade my ship with each technological breakthrough. It's the same ship just with lasers II instead of lasers I, etc.

I once had this problem. I hink it was caused because one of the ships was on sentry status. I moved another ship onto that tile and woanten to build a fleet. Didn't work. Well, a fleet was created, but did only contain one ship, and not both.

I'm getting this bug too, in campaign mode. Didn't get it playing sandbox game (normal). The ships I am trying to merge were different designs that were NOT duplicate names.
