No double growth of population

with 100% approval

It says in the manual that when the approval rating is 100% population growth will double. (IE from 0,2/Turn to 0,4/Turn).
It doesnt seem to do this when i play.

Pop Growth is capped at 200m. Which makes pop. growth pretty useless as an ability.

I don't get it though, since the only time one would have less than 200m growth is when their approval rating is <40%, then the situation when u have 100% approval ANd <40% woudl never come about, this also sucks for the racial ability.

I don't know how pop growth works, but I have definitely had more pop growth when I had the +70% bonus. So much so that I had real problems putting my farms up on time.

Pop growth is broken at the moment, so it pretty much always grows at the maximum of 200m/turn no matter what. Enjoy it while it lasts...
