Steamrollered!

Well, the same thing is happening to me in this game that happened in GalCiv the first time around...
On beginner, it's no contest. I can just mop up the AI left and right. First game I won on influence.
But in Normal mode - I get steamrollered! Or to put it more expansively, I get outproduced. It used to be every single AI race that was doing it. At least this time, I'm holding my own with most of the races... it's just this one that's got TWICE my economy. And since they have this huge economy, I watch things like them sending out flotilla after flotilla of colonization ships out across the entire map while I'm struggling to build my second starport with three colonies.
How do they get their economy going so strong? Are they just getting lucky planets or something? What am I doing wrong? How is their population growing so fast?
Why do they keep colonizing Mars? I swear, I still have yet to colonize that thing before an AI does just because it's such a crappy little planet and there's better ones out there for the taking. But the minute I get three or four colonies set up, an alien ship pops up out of nowhere and goes, 'Hey, look! Free planet!' and colonizes it... despite its being in the center of my influence.
And how the heck is Influence calculated? I've got these two planets right next to each other. One is a class 13 planet. One is a class 6 planet. The class 6 planet has 20 influence: 10 from 'Planet', +2 from population of 3.90 b, nothing from improvements, misc, or my influence ability, and +8 from my civilization's influence. The class 13 planet has only 15 influence: 0 from 'Planet', +4 from population of 8.10 b, +3 from improvements (two Culture Exchange Centers at 25% Influence Bonus each), +0 from ability and +8 from my civilization's influence. ... what IS this mysterious 'Planet' thing? I didn't see that anywhere in the manual.
And why isn't the Game Mechanics section of the Databanks up yet?! Argh!
I need to know if I can even do anything to influence these numbers if I'm going to know how to play the game!
