Edit: Huh, never mind, it's in another bug report too. Try uninstalling, taking out all preferences etc. from the game (ie. the GalCiv2 folder in My Documents\My Games), and reinstalling.

Fixed it. Just adjusting the stars/nebula count made them come out. I started out with these at max. Must of had something to do with it...
