Is the star base “area of effect” attenuated?

Do the planets near the center of an economic star base’s "area of effect" receive the same benefit as those plants at the outer regions of the star base’s area, or does the effect loose potency as the distance from the star base increases, with a total loss of effect past the "area of effect"?

[edit] Also, any idea why the computer would build an influence starbase out in the middle of nowhere, with no planets within its area of effect?

Bonuses do not fade out from the center... Culture starbases do not need to be in range of planets in order to amplify your cultural presence at a given location.

So they improve your overall influence?...This is the kind of stuff I want to know that the tutorials and manual don't tell you

You get tourism income for each sector you control.  Therefore, a starbase in the middle of nowhere gives you control of that sector.
