I would like to see your choice of government type have a larger impact on the game other than it being Another Attribute...

Actually you can trade ships and starbases in GC1 I believe. I don't know about GC2 since I didn't get the beta, but I would assume that it will stay the same.

You can trade ships, but only when you're not at war with the trading partner. When you're at war, they're not listed in the diplomatic dialogue (probably for intelligence reasons). It was similar in GC1 IIRC.
