If a new tech tree mod is loaded in the game do all AI civilizationss have access to it?

Yes. If you download a mod that changes the TechTree.xml, then all civs will refer to that TechTree. If you download a custom TechTree for a certain race, then any changes or new techs in that TechTree are only available to the races using that specific TechTree.

Does that make sense?
