I almost sure this is a bug however, this is what I have...

1.) Galactic Guide Book states that it reduces the Survey Module to 0 so every ship can survey, survey module was still at 9, is this only supose to affect the cost or the size as well?  I don't remember what this was before Twilight but I remember a major event that allowed all ships to survey, I thought this was this.  This might just be a design and is mainly a question.

2.) Advance Navigation Center does not appear as an option to build on all planets of mine.  I have traded for this tech and some of my planets allow me to build this building other planets don't give me this as an option, why?

Well, on #1, be sure you're looking at the price not the size - the survey module is still large, it just costs nothing.

Unfamiliar with the navigation center; I leave that to someone brighter than myself.
