Planetary tiles just blank colors

I've had this problem for months now: My planetary improvement tiles are just either a solid color, or a solid color W/ another solid color in the upper left corner of the tiles. It used to show fine. I have been running this on a Panasonic Toughbook CF50LB2TDKM laptop W/ATI mobility radeon 9600 W/64MB. I may have performed some Microsoft Updates between the time the game showed the tiles properly, and when I tried the game again and it displayed the tiles improperly. Game: GalCiv2: Dread Lords. I tried updating the game sucessfully, 2 mos. ago, & just now as well, no diff. I tried several changes to my ATI settings, no diff. Tried game video changes, no tile drawings still. I also am using Creative SB Audigy 2 (PC card).  Have the most current DX: 9.0c (4.09.0000.0904). I have tried updated video drivers, but my manufacturer has not updated them since 04, and I cannot get them from ATI because it is a laptop. All accelerations are enabled.  Other (non-Stardock) games run & display fine, and we are talking quite a few that use DirectX 3D rendering. All display & sound set to full (hardware) acceleration. Proc: Intel Pentium M 1.7GHz, CPU idle setting set to "Performance." ATI PowerPlay set to "Performance." I have searched the forum for other complaints of tiles not displaying correctly, and found nothing. Please help, I would like to give the game another shot, but will not if it is like this.

Suggestions:

1st : is it an old game (from savegame) or new game? if it's old, you might want to try starting out a new game, unfortunately savegames are very often incompatible between different game versions.

2nd : if you got a Mod, uncheck the "Use Mods" checkbox in the game options https://www.galciv.wikia.com/wiki/Game_Options (might want to check that out even if you're not sure just in case)

3rd : try to move or rename the "\Galciv2" folder located somewhere in "My Documents\My Games" (this should reset all your settings BUT will allow you to keep your data untouched)

if any of the above does not work, you might want to do any of the below in no particular order depending on your current mood

4th : you might want to provide us with the content of the "debug.err" file which should be located in "My Documents\My Games\Galciv2" (just after launching the game and having the problem again), that may help us to help you...

5th : uninstall the game, delete the game folder and reinstall the game.
