Destination Coordinates - help decipher the numbers

I'm looking for help deciphering the numbers displayed by ships for destination.

For example:

Thalan Fleet
Destination: 174,159

Where is 174,159?

I thought this was an x,y notation using parsecs, but the numbers don't always add up (occasionally, but not often enough to make sense), even when I factor in the fact that the first row and column of sectors is zero and not 1. Anyone else figure this out?

As far as I know it's from the bottom of the minimap out. The first number counting out towards the Northeast with the second towards the northwest. I haven't noticed any definate descrepencies, but then again I rarely actually count it out. I use it more as an indicator of the genreal area then I can track it down from there. I rarely have to do that for anything though.
