TA 0.87[b].003 - research coordination center bug?

Race: terran alliance
Error type: building bonus error

After building a research coordination center, the planet does not see any increase in research points. I have tested this on several planets, every time with the same result.

Let me know if you need any savegames or screenshots; the error should be easy to recreate.

I've put my TA games on hold until this is fixed -- too many research buildings draining my economy without any benefits.

Doesn't that kind of defeat the purpose of beta testing? Anyway, I've observed the research coordinator bug as well. It also appears to apply to the Tech Capital but have not tested this in repeat games. The Omega Research Center (Super Project), also appears nonfunctional. There are several other non-tech related buildings and/or Super Projects that have been reported elsewhere (including by me) that also appear not to work.
