No, though if the AI intelligence reset issue occurs that would definitely have an indirect effect on your score.

CNTRL+N is not the issue, even if you restarted 10,000 times and even if no one else in the world used CNTRL+N, statistically speaking, based on sales of the game, somone else will still have a better map than you!
