Soldiering Race Pick

I'm playing through the campaign and I've chosen +20 Soldiering ability. When I go to conquer a planet, the only Soldiering skill listed (on the left, during the combat animation screen) are the ones acquired from technology.

Does the Soldiering race pick work?

In a related bit, the 'advantages' listed in the pre-battle screen appear to closely match the skill listed in the battle screen. (in that it appears to be missing an addition of 2 from the calculations).

I would think the +20 modifies your base soldiering stat, so you won't see it as an "upgrade" in the same sense that a technology would upgrade that stat.

Course, I still don't have the game yet, so I can't give you a certain answer. That's just my logical assumption.
